Spotlight does not trigger "Locked - Blocking Process" alarm with intermittent blocking on same blocking process.

An intermittent blocking on user production server occurred and Spotlight did not trigger Blocking Alarm and did not send out email. Perhaps because the Alarm "Locked- Blocked processes" checks if this is the same blocked process since more than 5 mins ago. Can Spotlight check if there is any blocking (regardless of SPID) on the server for more than 5 minutes?
