When Spotlight is connected to the database, there are many yellow triangles indicating issues.
When clicking the triangle, the following error appears:

This can happen if a more recent version of Spotlight on Oracle was installed over / into the same directory as an older version of Spotlight.
Uninstall Spotlight on Oracle, then re-install it into a completely new directory
