Rapid Recovery Agent won't start.
You try to repair or upgrade the agent
You see events 7009 in the Windows Event log indicating that the port has not started in a timely maner.
You increase the service start timeout as described in KB 125697
If you start the Agent.Service.exe with the /debug option (as specified in KB 119396), you will see that the agent startup process will halt, waiting for a value for parameter 'oracle.manageddataaccess.client'
You may see the next error:
System.Configuration.ConfigurationErrorsException: Section or group name 'oracle.manageddataaccess.client' is already defined.
