Health Agents don't send email notifications when service is manually stopped

If Health Agents are manually stopped either by the Windows services console or from the Active Administrator console, the email notification is not going to be send, despite the parameter has been set on the Agent Notification section. However, notifications via email are going to be send when the agent suddenly stops or crashes.
