Toad is licensed per User. The “User” definition is taken from our Licensing Guide below:
For each User license granted, one individual shall be authorized to install the Software on any number of Devices. For each additional individual user that accesses and uses the Software in excess of the number of Users permitted herein, Licensee shall be required to purchase additional User licenses.
