Why were the hints that are specifically listed in the Optimizer Hints options window chosen to be listed? Why are the ones listed only for 9iR2 and older versions of Oracle?

Optimizer Hints, for modern versions of Oracle, can be ignored. The optimizer hints choices that are in there by default are the ones that historically caused problems for some users. The need for these optimizer hints has disappeared over the years as Oracle went to newer versions. If Toad runs a query in the background that executes against one of the data dictionary views listed in that window, against the specified version of Oracle, then Toad will use the optimizer hint listed.
