The following error is logged in the Sync Job log in P365 :
Unable to sync UserMailbox XXXXXX@domain.com<mailto:XXXXXX@domain.com>, The GalCache isn't ready. This operation will be retried"
1.) Confirm there is no EWS policy on the Powershell user by running the the get-CASMailbox cmdlet eg Get-CASMailbox user.name@domain.onmicrosoft.com | Format-List Ews*
2.) Ensure the Powershell User is not hidden from the GAL
3.) Ensure that MFA is not enabled for the BT P365 PS accounts.
If the above solutions do not resolve the issue then it's possible there are other sessions open in PowerShell from the machine hosting the Active Roles Synchronization Service. Since the Synchronization Service uses PowerShell to communicate with Office 365, other PowerShell sessions can interfere with normal connectivity.
Microsoft has a Global Throttling Policy which limits simultaneous connections from one client. Only three simultaneous connections are allowed. Perform the following:
Close all open PowerShell sessions with Office 365.
In summary, appears the tenant is being throttled by MS and will not be able to complete successfully until throttling is relaxed against the BT PS-Powershell accounts. Please reach out to MS to uplift the concurrent number of sessions.
