Issue
Customers reported an issue where some of their migrated calendar items appeared on their calendar with the wrong time. The instances reported to date are all from users in the US central time zone and the meetings are offset by 6 hours (ie. GMT - 6). More specifically, the meetings looked correct on the user's calendar in Outlook as well as from Outlook Web Access (OWA) in the O365 portal. If however, they view the calendar item from OWA on their iOS device, the time offset appears. This is not being reported by all users nor is it reported for all calendar items of any single user, it appeared to be random. Additionally, this only seems to occur with migrated calendar items.
We confirmed the 'StartTimeZone' field is set correctly to "Z=6$DO=1$DL=3 2 1 11 1 1$ZX=23$ZN=Central" and it not set to "Z=6$DO=1$DL=3 2 1 11 1 1$ZX=0$ZN=GMT-6"
Infrastructure clarification:
1. Central time zone.
2. Only iOS devices.
3. Multiple cellular providers.
4. These are not ActiveSync users. ActiveSync is disabled. They are using the OWA application for iOS.
5. This is not an Exchange on-premise environment but rather a subscription to O365

This is a timezone issue in OWA. Outlook adopts the timezone of the host operating system; both of your client machines are configured for the same timezone, so the appointment is displayed at the same time on both machines in Outlook. OWA can't make the assumption that the client machine where the web browser is running is in the same timezone as the server, so the Outlook Web Access client provides a user configurable option where the user can set their current timezone. This information is stored for each user.
Solution
Change the timezone to the correct setting in Outlook Web App.
1. Sign in to Outlook Web App, click Settings (image), and then click Options.
2. In the left navigation pane, click Settings, and then click Regional.
3. In the Current timezone box, click the arrow, and then click the correct timezone setting.
4. Click Save.
We believe users are prompted to configure their timezone the very first time they sign in to Outlook Web Access; however, most users of Outlook Web Access are not aware of this setting, so if this is set incorrectly or needs to be changed, most people don't know how to look for it.

Email administrator to perform the following:
1 - Uninstall the OWA application on the user's phone.
2 - Reboot phone
3 - Perform steps listed below to set the OWA timezone in the user's Outlook
4 - Save and reboot PC
5 - Validate settings in OWA timezone and Outlook and OWA
6 - Reinstall OWA application on the PDA device and sync
