Either Exchange cannot be contacted, there is a problem with the Information Store, an antivirus may be grabbing the message as it is being processed etc.
1) Verify Exchange Information Store limitations
2) Verify that the user's mailbox is not full
3) Reattempt the migration to be sure reduced limitations in the Exchange Information Store have come into effect.
4) Verify that the Outlook Client is able to reach Exchange and that the target mailbox can be accessed.
5) Turn off any active scan antivirus programs on the migration console during the migration.
