Error "Error when installing "Quest Code Tester for Oracle cannot be installed successfully becau (87282)

Got the following error when trying to install the repository:

"Quest Code Tester for Oracle cannot be installed successfully because this schema

does not have access to the following packages:

XDB.DBMS_XMLDOM,

XDB.DBMS_XMLPARSER,

XDB.DBMS_XSLPROCESSOR.

Please contact your DBA to obtain access to these packages."

The following Oracle packages are required to install Quest Code Tester for Oracle:

SYS.DBMS_DESCRIBE
SYS.DBMS_LOB
SYS.DBMS_RANDOM
SYS.DBMS_SQL
XDB.DBMS_XMLDOM
XDB.DBMS_XMLPARSER
XDB.DBMS_XSLPROCESSOR

When installing Code Tester and these packages are not are accessible, you will receive the following message:
