GME documentation states that the following Operating Systems are supported on the Admin Workstation:

Windows 2003 Server SP1 or higher (x86 only)
Vista Enterprise Edition (x86 only)
GME does not support a 64-bit versions of Windows XP, Windows Server 2003, or Windows Vista. The following error may be seen if a 64 bit OS is used:

14:13:58 Worker #1 (process ID 000003E4) failed with exit code 0xC0000374
This error is normally associated with Groupwise Corruption if the OS requirements are met.
GME 4.2.1.21 and later support the following additional Operating Systems on the Admin Workstation:
Windows Server 2008 (x86 and x64)*
Windows Server 2012 (x86 and x64)*
Windows 7 (x86 and x64)*
Windows 8 (x86 and x64)*
*Note that ACLs migration with these Operating Systems is supported only from a GroupWise 2012 source, using a GroupWise 2012 client on the GME Admin Workstation. For a GW 6, 7 or 8 source, the [General] ACLs=0 parameter setting is required in the gwmigapp.ini file.
New features in GME 4.2.1.21 and later:
Windows Server 2012 and Windows 8 support: GME now supports Windows Server 2012 and Windows 8 as operating systems on GME admin workstations. Note that ACLs migration is supported only from a GroupWise 2012 source. For a GW 6, 7 or 8 source, the [General] ACLs=0 parameter setting is required.
Please follow these instructions to add the ACLs=0 parameter to GME:
Close the GME Admin Driven Batch Migration tool, if it is currently open.
On the GME migration console, navigate to: C:\Program Files\Quest Software\GroupWise Migrator for Exchange.
Open the gwmigapp.ini file.
Find the [General] heading.
Under the [General] heading add a new line:
ACLs=0
Save and Close the gwmigapp.ini text file.
