NVFR - Service PGSQL Failed - when starting the NVFR Server services (4046454)

Symptoms:
When NVFR Server services start, the following error message is returned on the console logs

- SSH into the nvfr server and type 'locale' in the command line.
- This will return the locale used.
- Make sure that the correct one is used.
- You can change the locale value for postgre from its conf file, postgresql.conf (use "locate postgresql.conf" to see where it is situated).
