Synchronization has stopped, the Directory Synchronization Agent services have hung (80597)

Synchronization has stopped, the Directory Synchronization Agent services have hung.

The following error can be seen in the DSA log file
"Error 0xe1000045. Cannot send to message queue DIRECT=OS:.\private$\E16AC641CE4789459F362E5F830669BE_Request.
Error 0xc00e0027. There are insufficient resources to perform this operation. (source=MSMQMessage)."

After applying recent updates on the Directory Synchronization Agent server(s) the DSA agents services have become unresponsive, and no changes are being synchronized from source to target, or target to source.
It was confirmed that Microsoft Updates KB2555917 and KB2507938, wihch were applied, caused the issue with the Message Queueing service on the console.

1. Apply the rollup MS11-063 provided by Microsoft
