The machine had 64‑bit Archive Shuttle modules installed, but Outlook was installed in a 32‑bit version.
Updating Outlook to the 64‑bit version resolved the issue.
Outlook must use the same bit architecture as all Archive Shuttle services, including the Shortcut Process module installed on the machine.
