When the Verify Settings runs for the FRC, it is creating empty folders in the Unpacked folder and then there are the log files in Logs\FR.
Keeping unpacked backups is controlled by the Unpacked Backups settings available in the RMAD Console. You can access them by right-clicking the root node and selecting Settings… Two policies apply only to backup creation and to wizards (for example, the Online Restore Wizard). The Forest Recovery Console can also unpack backups to the same folder if it needs to read some data from the backup, for example, when running verification. Such unpacked data is normally temporary and gets deleted once the corresponding operation is complete. After this temp folders will be deleted but these temp folders are still present.
The mandatory condition for this issue is a failure to extract the backup using the provided password during project verification.

It will be triaged and included in one of the upcoming releases or patches.
