A silent installation of GPOADmin can fail when a Group Managed Service Account (gMSA) is configured as the service account.
The installation logs report a "1923 error stating that the service could not be installed due to insufficient privileges."
This is a known issue with GPOADmin
A defect request has been submitted to address this issue in a future release of GPOADmin

Workaround:
Perform an interactive installation using the setup wizard with the gMSA, or use a standard service account when running a silent installation.
