A newly created User Class is not listed in the Transfer Rule field 'Change Status by 'User Class'.
Cause

Internal relation with the User Class rights.
Resolution

Because the User Class created appears in the Transfer Rule field 'Change Status by 'User Class', the rights "CSR - Edit Open - Full Rights" need to be added.
