[Oracle Fusion] Long-running reports fail due to fixed 60-second HTTP timeout in PublicReportService / ExternalReportWSSService
Description

Oracle Fusion report/query executed through Toad Data Studio fails when execution exceeds 60 seconds, regardless of database timeout settings
The error message is:

“The HTTP request to ‘…/xmlpserver/services/<service>’ has exceeded the allotted timeout of 00:01:00. The time allotted to this operation may have been a portion of a longer timeout."
