Resolution
Defect ID: 551913 defect logged to correct the issue of difference reports not handling firewall settings, which contain one or more single quotes in their name
Workaround: Rename the rules in question (remove the quotes), then unregister and reregister the GPOs to get rid of historical versions still containing quotes.
