After performing a "cutover" migration for a Windows 10 workstation Outlook (NEW) will not launch. Windows Classic however, may still launch correctly.
The root cause is still unavailable but is likely related to permissions or policy blocking the launch in a new environment.
Current workaround is possible by creating an "Action" and applying to the effected computers.
Step 1: Create and the action that will launch the "NewOutlookInstaller.exe" which will complete the process of allowing Outlook NEW to launch successfully.

The NewOutlookInstaller.exe is located in the following folder of which you will need to set to
Step 2. Apply that action the effected computers post move to target environment via the "Cutover" process.
