Title
Offline installation of GPOAdmin fails due to Remote Server Administration Tools (RSAT) requirement. -
Description
There appears to be no downloadable installation package available for offline installation. -
Cause
Installing the RSAT Tools for Windows 10 version 1809 and later version is different from earlier versions:- RSAT is now part of the Operating System and to be added via Optional Features.
- There is no separate offline installation package available for download.

Resolution
To enable the tools, select Start > Settings > Apps (if you're using Windows 10, version 22H2 or later versions, select System instead), and then select Optional features. After that, select the Add a feature panel and enter Remote in the search bar. This requires Internet connection to download the installation files.
Hence, it may be required to temporarily Internet-enabled the server/workstation to download installation package, or up-front prepare a server/workstation according to the system requirements and prerequisites, then move it into the offline environment. -
