The full workload bar is based on the highest score among all of the agents displayed in Global View for the file selected..png)
Every other bar is filled in comparison to the agent with the highest workload. This blue bar is not measured as a percentage. For most agents this is measured in seconds/sec (measured activity to the seconds of the clock), however MySQL agents measure workload in milliseconds (ms).
In the example from the description (above), we the bar is blue because the value may be more than 0, but rounding down to 0.00 at two decimal points for the display, such as 0.004. As MySQL agents measure workload in milliseconds it may be common to have values below 0.00.
