Unable to Register a Site from the right pane list of sites, only from left pane.

When attempting to register a site from the left pane the option is available.

 

But, when trying the same from the right pane the option is not available.

 

Even if you logon using the GPOADmin service account the same issue is seen.


 

This appears to be a difference between how the scope (tree) node and the item in the detailed view on the right are checking permissions. The detailed view (right side pane) is checking the permissions list on the domain as designed to see if the user logged into GPOADmin should have rights to perform actions on that object. If the service account does not have permissions here this is likely causing the behavior. This is why we add "domain users" by default into the permissions for any specific domain initially. Normally the service account would bypass this check, however as you are logged in as the service account this check is being applied and removing the context menu items as there is no acl in the domain permissions for the service account.

Right-click domain under Live environment and click properties and add Domain Users with all permissions.
