Cause
SAPTOOLS is a system database and mon_role (the standard role used for monitoring) does not grant permissions on this system database. -
Resolution
Grant the permissions manually to monitor the SAPTOOLS database (where "foglight" below is the account used by the database agent)
grant select to tbl_db_aeseg to foglight
