This following issue might occur only after you upgrade from QMM 8.3 to QMM 8.5:

The following error occurred when setting up project access permissions for Resource Updating Manager controller service:
Cannot start service QsRUMController on computer ..

If you try to start the service manually you will receive the following error:
C:\Documents and Settings\Administrator.EX22>sc start qsrumcontroller
[SC] StartService FAILED 1053:
The service did not respond to the start or control request in a timely fashion.
It will fail only if the service account was not added to local administrators group. In QMM 8.4 the Open Project Wizard was not related to the QsRUMController service account. However in QMM 8.5 Open Project Wizard uses the account which has been specified under Set Auxiliary Account as the account for Quest Migration Manager RUM Controller Service (QsRUMController)
The Open Project Wizard will give this service account the Logon as service right, it will set the username and the password, but it doesnt check or verify if this account has local admin rights (whether this account is in Local Administrators group). And if the account is not in the local administrators group then the service will not start.
So the old statement in Set Auxiliary Account Open Project Wizard is confusing and doesnt apply anymore, since it says:
The account does not have to have any particular privileges in the network. The wizard will automatically grant the account the rights it would need in the project database
Official change request ST64506 has been created and in future releases the old statement in Set Auxiliary Account Open Project Wizard will be changed, it will nolonger say:
The account does not have to have any particular privileges in the network. The wizard will automatically grant the account the rights it would need in the project database
This article and this issue applies to QMM 8.5 only and only if there was an upgrade from QMM 8.3
