Workflow approval can by bypassed by delegated GPOADmin Administrators on purpose. Any user who is directly permissioned as a delegated GPOADmin Administrator or indirectly permissioned by means of a group will be able to bypass the approval workflow process and make any other GPOADmin setting or Administrative changes within GPOADmin.
