Description
Mailboxes that are in a 'disconnected' state in the Exchange environment are still taking licenses form the license count in MessgaeStats.

Resolution
Mailboxes that are in Retention are still counted as a license in MessageStats. Only when retention has passed does the mailbox stop using a license and the license is placed back into the pool.
