performance counters are not switched on.
The error 80041010 usually means that windows disk performance counters are not turned on.
To find out, open a DOS command prompt and type diskperf. This will tell whether logical, physical or both performance counters are enabled.
By default on Windows 2000 only physical counters are enabled. With the same command you can turn them on : diskperf -y.
Note1, diskperf /? provides help with this command.
Note2, changing performance counters requires the system to restart to take effect.

Please check the logical disk performance object in perfmon as well as the physical disk object.
If you can view them then try the following to reregister the wmi classes on the monitored machine: winmgmt /resyncperf
in win2000 physical counters are on by default, but this is not the case in the later platforms
