When Migrating Mail or Archive to PST Error CreateMessage: [80070005] Access is denied. Component: Personal Folders can be found in the log file and Outlooks only creates an empty 256 KB PST file.

In most cases it was found that a Group Policy Object(GPO) that denies the ability for users to use PST files was applied the migration account and it was creating the Access is Denied.
Remove the GPO for the Migration account.
Also found that when this GPO is applied the Outlook profile is missing the Outlook Data File ... option under the File | Open menu in Outlook and is unable to open a PST.
