In the graphs when drilling down in the Spotlight the values on the Y-axis always change adjusting to the activity so that all values are visible.
This is customizable. By freezing the Y and X axis, the numbers on the axis will remain this same even if your values are outside the graph.
Once you are in drill down click on Filter icon, then choose Custom..., then click on Chart tab, and then put the check mark and edit numbers. They will become editable once the check mark is in place (checkbox).
