Getting error "Sql Optimizer module is required for this functionality" when starting SQL Optimizer.

Cause
SQL Optimizer is not installed or not installed properly

Resolution
RESOLUTION 1:
Make sure SQL Optimizer is installed by checking your Windows Add/Remove Programs. If it is not installed, please install it by running the Toad installer again.
RESOLUTION 2:
If SQL Optimizer is installed, try reinstalling it.
1. Go to Start | All Programs | Quest Software | Quest Installer | Quest Installer
2. Check mark SQL Optimizer and click on Next
3. Click on Uninstall
4. Go to C:\Documents and Settings\<USER>\Application Data\Quest Software and rename the entire 'Quest SQL Optimizer for Oracle' folder to 'Quest SQL Optimizer for Oracle_OLD'
5. Run the Toad Installer executable to reinstall Optimizer again
6. When it launches successfully ensure it is using your Toad key in the authorization window by going to Help | Licensing
