Exchange Utility error: "403, Forbidden" (4331434)

When using the Exchange Utility to reconstruct stripped messages the following error is seen: "403, Forbidden"

If the Archive Manager website is configured to use SSL (HTTPS)  it will  propagate down to the DefaultInstance under the Archive Manager website.   The Exchange Utility  connects to the DefaultInstance but because of SSL it  cannot pass through  credentials and throws the "403, Forbidden" error.

To work around this issue follow the steps below:

1 - Open IIS on the Archive Manager server
2 - Expand local computer
3 - Expand Web Sites
4 - Expand Archive Manager
5 - Right-click on DefaultInstance under the Archive Manager website and choose Properties
6 - Choose the Directory Security tab
7 - Click the Edit button in the Secure communications area
8 - Remove the check mark to Require secure channel (SSL)
9 - Click OK twice
10 - Run IISRESET from the Run line or a command prompt

Re-open the Exchange Utility and reconstruct stripped messages as normal.
