Version of Toad 12.10 is slower than version 12.7 when loading the list of packages.
This only happens the first time the packages are loaded. -
Cause
There were some changes in the queries Toad runs on the background to load the packages that help and speed things up for most of the environments although it looks like it causes problems for others.
This problem only happens the first time the packages are loaded and after that the packages load very fast.

Resolution
RESOLUTION 1
Go to Schema Browser | Packages
Select the filter icon in the toolbar
Check "Skip check for debug information"That will completely remove the join to all_probe_objects.
RESOLUTION 2
Grant SELECT on SYS.IDL_CHAR$ to (whatever user they log in as)
Grant SELECT on SYS.PROCEDUREINFO$ to (whatever user they log in as)
