Newly created table with 0 row in it is not included in the reorg script when try to move the table from tablespace to other (4329921)

When try to do the reorg for the tables from one Tablespace to other, newly created table with 0 row is not included in the reorg script so that those table(s) are left in the original Tablespace. Those table(s) are not showed on the Space Manager Explorer either.

Starting from Oracle 11g R2, Oracle has a space saving feature, so that by default, a table is created as  "SEGMENT CREATION DEFERRED" .  In that case, without entering the data into the table, Oracle will not show it in DBA_SEGMENTS view. The Space Manager by design getting all objects from DBA_SEGEMENTS view.
