The logged on account does not have sufficient local rights
Run GPEDIT.MSC on the Recovery Manager for Exchange server and browse to > Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment
Scroll down and double click on 'Manage auditing and security log' and manually add the logged on user to this policy and choose the OK button, then log off and log back on.
Note:
If you are unable to modify the User Rights Assignment due to Group Policy as a workaround un check the "Apply security to target files" check box during the Mailbox Restore Wizard.
If the 'Add User of Group' button is greyed out then this is controlled via a GPO.
