Binary Tree has code in the current Notes Migrator (CMTe) to migrate Enterprise Vault stubs on existing email, so the properties will migrate to Outlook along with the email and they should retain their association to archived attachments
Notes Migrator does not migrate the archives themselves. HTML makes no difference.
Please contact Symantec for details on how to manage migrated messages with archived attachments. This is Symantec functionality, not CMT for Exchange.
Note: The archives themselves don't change and the same attachment that was archived in Notes should be accessible from Outlook after migration

Notes Migrator offers a feature ensuring that Lotus Domino email containing Enterprise Vault™ links migrated to Exchange are still viable and actionable. The conversion is performed by Notes Migrator during the mail migration, and ensures that archived mail migration is a one-step-process for Symantec‟s Vault Enterprise users.
Notes Migrator maps appropriate Notes fields to Microsoft Exchange Properties as described in the table below; therefore, once the user is migrated to Exchange and appropriate Outlook software is installed, the user may continue accessing data in the Symantec Enterprise Vault™ based on the link information.
