After installing Spotlight on SQL Server Enterprise, It cannot connect to the Diagnostic Server installed and specified in the installation dialogue during the wizard process.
The GUI shows:
"No server found on the specific host"
Checking the event viewer, there is an error:

There is no .NET framework installed or the .NET framework is old.
Install the supported .NET framework. .NET Framework 3.5 and up is required, and having both 3.5 and 4.0 installed side by side is not only supported, but may be manditory to allow certain portions of the Spotlight Client to function properly.
