The first item you will need is either an LDAP label or manual label.
If LDAP label will be used, there are two articles that can guide through the process of creating a new LDAP user label, and assigning groups or users to it.
If instead, manual label will be used (faster and easier if the users are already imported into the appliance), then please follow these instructions:
1. Go to Home | Label Management | Labels.
2. Click on Choose Action | New Manual Label.
3. In the name field, give it a name that can be remembered easily and describes what this label is for.
4. When done, click on Save at the bottom.
Now that the manual label is ready, the next step is to assign some users to it, to accomplish this please follow these instructions:
1. Go to Settings | Users.
2. Use the advanced search or the default search field to find the users.
3. Once found, on the left of the names a checkbox will appear, tick the boxes next to the users to be assigned to that label.
4. When enough users are selected (the minimum is 1), click on Choose Action | Apply Labels, then drag the label from the list on the left to the list on the right, then click on "Apply labels". Steps 3 and 4 may be repeated as many times as needed to get all the users to be allowed to submit tickets into the label previously created.
At this point, there are LDAP label or manual labels with the users in it, the next step is to change the settings for the queue so it knows what label to read to find out what users are allowed to submit the tickets.
To complete this part please follow these instructions:
1. Go to Services Desk | Configuration | Queues | Select the queue to be adjusted.
2. Under user preferences, make sure that "Allow all users as submitters" has been disabled.
3. Below this option, "Restrict Submitters by Label:" will appear along with a button to select the labels to use, please click on it and a popup window will appear, search for the desired label (LDAP or manual label) and drag it from the left pane to the right pane. Then click on OK button.

4. After the window closes, click on the Save button located at the bottom of the page, this applies the limitation to which users may submit tickets for this specific queue. The same label may be used to apply this to another queue, or create a new one for a different set of approved submitters.
