ODMAD ODJ or Cutover fails on Tethering registry key
Roaming profiles should be logged off before issuing the offline domain join (ODJ), which includes the task BT-ReACLPrepareWin10Profiles.
The problem is when the user logs off it will disconnect the VPN. Without the VPN the machine isn't on the corporate network and thus the migration server can not send the ODJ action to the workstation.
Add the following exclusion specifically how it appears in your logs:
\Software\Microsoft\WcmSvc\Tethering\Roaming
or
*\HKEY_LOCAL_MACHINE\Software\Microsoft\WcmSvc\Tethering\Roaming
