Disabled file system events are being sent after upgrade. (4319403)

Agents were configured to prevent file activity events from being sent to the coordinator. Event Logging is enabled to send events to the Windows Event logs for gathering to the repository for Intrust. However, after upgrading the configuration is being ignored and all file events are being sent to the coordinator.

1. Completely remove the Change Auditor agent and any remaining file in the agent install folder
2. Delete "HKEY_LOCAL_MACHINE\SOFTWARE\Dell\ChangeAuditor\Agent" if exist
3. Re-install the agent.
