Code Analysis rule #6405 (Avoid defining variables that are not referenced inside the program) appears to be broken in versions 13.0 and 13.1 (it's still working for me in 12.12). I have confirmed that the rule is present in my "Top 20" default rule set.

Resolution
The issue is fixed on the next release of Toad for Oracle.
