Installation of the application hangs after being started. CPU utilization is near 100%. No error is returned. No error is found in the event logs.

Site has enabled content filtering on the network. Download of necessary support or cabinet files has been blocked. These can include Microsoft Redistributables, Java updates, etc.

Content filtering can be done via Proxy server or a variety of third party software and subscriptions services. Therefore the resolution depends on the implementation of content filtering.

Possible solutions include:

1. Disable content filtering during the installation.
2. Make exceptions within the content filter for the files waiting to be downloaded.
3. Run the installer with Domain\Administrator credentials or higher.
4. Configure the Access Control List (ACL) of the filtering device/software to include the appropriate vendor name.
