How to have the option to turn the Debugger ON rather than turn it OFF.
Is there some setting or some other parameter we can change to disable the Debugger but would allow to turn it ON if needed?
DBMS Debugger is always ON with the Toad for Oracle Professional edition.
The easiest way to disable the Debugger in Toad is by using a Standard Toad key instead of the Professional one. A different key must be entered in Toad via Help | Register Toad menu option.
Also to have DBA use Oracle permissions to limit access to the Debugger for all applications.
The main functionality difference between the Toad Standard key versus the Toad Professional key is that the Standard key does not allow access to the Debugger and the Professional key does. You can read the full description of the functionality for each key at the following site:

You can use a Standard key until the need arises to use the Debugger at which time you can change the Standard key to the Professional key. Go to Help | Register Toad menu option and change the key, then restart Toad to gain access to the Debugger.
