FMS startup failure "[Fatal Error] :1:394: The reference to entity "C" must must end with the (4316209)

We have just installed Foglight Management Server (FMS) 5.5.2 w/MS SQLServer backend.
Starting up the FMS fails with this log entry:

The deploy/jboss-local-jdbc.rar is referenced to provide a JDBC connection to the SQLServer database.
This does not return the reason for failure of connecting to the database so one must investigate the possibilities.

This is a database connection failure. One must investigate the possibilities for failure.

1) Verify that you can create an ODBC connection from the FMS to the SQLServer database.

2) The resolution for this particular case was that the database password was incorrectly provided during FMS installation, so the encrypted password in $FGLHOME/config/foglight.config was incorrect.

Resolved by changing the password designated in SQLServer, then using the Foglight keyman utility to generate a new encrypted password.
