Missing "Publish" (publishing) tab on the target publishing page ribbon after migrating a publishing site from SP 2010 to SPO. The destination is no longer displaying the publish (publishing) option
Cause
Page versioning settings are wrong in the pages library
Resolution
Setting the Pages library to have the right versions and setting the appropriate people to edit draft items
