Enhancement Request: Add VMware Agent feature to fully exclude entities from collection (4315536)

Currently the VMware agent can only prevent collection of data from specific entities using the blacklists. However, the blacklists only apply to performance metrics. This is also the case of the user-managed blacklist; the data is still collected and used in rollups for higher entities but it is not submitted for that specific entity.

It is a sometimes a requirement to fully exclude entities (VMs and ESX Hosts) from the collection. One such use case is for when the site has grown larger than a Foglight license supports and so there is not a need to collect data on the entire environment.

The end goal is to have a means by which no data at all is collected for the identified/grouped set of entities (VMs and ESX Hosts). This should include all collections:
