Toad for Oracle cannot connect to a Microsoft Access database. It only support Oracle.

WORKAROUND:
Please try Toad for Data Analysts for access to various database platforms including Access and connection through ODBC. Keep in mind not all Toad for Oracle features will be available in Toad for Data Analysts.
