NM: Cannot display the CMT Monitor Page on the Migration Controller (4311917)

Issue

The Notes Migrator Monitor page shows as "Page cannot be displayed" when viewed in a browser on the Migration Controller and migrations cannot be submitted.

This indicates an issue with the IIS Server on the Migration Controller and the Windows Event Log will show errors such as:
The worker process for application pool "CMTe Net2.0 32bit' encountered an error "Cannot read configuration file" trying to read configuration data from file.
Cannot start service W3SVC on computer
The IIS Admin Service or the World Wide Web Publishing Service, or a service dependent on them failed to start. The service, or dependent services, may had an error during its startup or may be disabled.

Solution

Verify the Windows Service account for the World Wide Web Publishing Service is able to start Windows Services and is not locked out on the machine.
Verify the Notes Migrator Requirements from the documentation have been installed on the Migration Controller, in particular the IIS requirements.
Verify that there is sufficient disk space on the Migration Controller C: Drive.
