Toad Improvement Program window pops up on close of first use of Toad, even with internet restrictions applied
Description

Used RESTRICTIONS=i switch when installing Toad to restrict access to the internet. If this is a first launch of Toad, then even though the restrictions have applied (Help menu shows improvement program grayed out), when Toad is closed, you are still prompted if you want to join the improvement program.
