How to get back the brackets around If-Else-EndIf, Begin-End, etc.? This was available in 12.6, but cannot find any setting for it in 12.7. Was the alignment guidelines or code brackets removed from version 12.7? The guidelines are a big help in keeping the code aligned properly.
The edit control no longer supports block staples (brackets).
There is another feature that is not the same by any means, but if your code is formatted to align with tab stops, it is helpful. Try enabling the "Show indentation guides" option on the Editor | Display page in the Toad Options. It will show vertical lines at tab stops.

Enhancement ID TOR-881 will not be addressed as an enhancement unfortunately, but there is a workaround which is in place.
The workaround works if the code is formatted well, and is to enable the option to show indentation guides.
This option is found in View | Toad Options | Editor | Display | Show Indentation Guides
